About the Conference

A Landmark Event at the Haryana Vidhan Sabha

Haryana Yuva Samvad 2026 was a landmark event organised by the Haryana Vidhan Sabha in association with Rajdhani Yuva Sansad, held on January 16–17, 2026 at the Haryana Vidhan Sabha. The event brought together more than 60 meticulously selected students from across the country, chosen for their passion, potential, and commitment to public service and leadership.

It was a celebration of youthful energy and democratic spirit, fostering dialogue, vision, and a sense of purpose among the leaders of tomorrow. The vision behind the event was to spread the message that "संवाद ही हल है।" — Dialogue is the only solution.

A notable hallmark of this edition was gender inclusivity: nearly 50 percent of the participants were women, reflecting a progressive shift towards gender parity in public discourse — noted and appreciated by the Hon'ble Speaker himself.

Message from the Hon'ble Speaker

Shri Harvinder Kalyan Ji

"In a democratic framework, the three organs of government — the Legislature, the Executive, and the Judiciary — function in close coordination, working tirelessly to ensure good governance, rule of law, and social stability. The Legislature, in particular, bears the responsibility of law-making, oversight, and representing the will of the people.

I am especially delighted to observe that nearly 50 percent of the participants in this initiative are women. This reflects a progressive and encouraging shift towards inclusivity and gender parity in public discourse. Empowering women and ensuring their active involvement is not merely a matter of representation, but a necessity for building a stronger and more resilient India.

Initiatives such as Haryana Yuva Samvad by Rajdhani Yuva Sansad play a vital role in connecting the youth with the legislative process."

Policy Impact

Selected Suggestions by Participants

1

"Haryana Green Guards" Initiative

Devishi Manhas — Chief Minister, Sacred Heart Sr. Sec. School, Chandigarh

Environmental regulation complemented with targeted employment generation through a programme engaging Haryana youth in environmental monitoring, urban greening, and regulatory compliance support.

2

Resource Minimalism as Law

Palki Singh — Leader of Opposition, Panjab University

Resource Minimalism should be given legal form, placing a statutory obligation on industries to treat unnecessary wastage as a regulatory violation rather than a policy option.

3

Technology-Led Governance

Nayab Khan — Minister of Youth Empowerment, Fairfield Institute, GGSIPU

Haryana should strengthen governance through real-time data systems and digital compliance platforms promoting predictable, objective, and non-discretionary implementation.

4

Large-Scale Rainwater Harvesting

Rajanpreet Singh Bains — Opposition, S.C.D Government College, Ludhiana

State-wide groundwater recharge strategy involving construction of underground water tunnels for systematic rainwater collection — similar to models in Japan and Saudi Arabia.

5

District-Level Resource Budget

Rahul — Ruling, Law Faculty, University of Delhi

A legally binding Resource Budget for each district with annual limits on water use, pollution load, and land conversion. No proposal should receive approval until its ecological headroom is established.
